The Council for Economic Opportunities in Greater Cleveland (Council) appealed a decision by the HHS Division of Cost Allocation (DCA) to set the indirect cost rate at 18.2 percent for the fiscal year ending on January 31, 2002 (and for future years until amended). In computing the rate, DCA factored in certain "in-kind" expenses. Whether those expenses were properly included in the computation is the primary issue in this appeal. More>>
