Arizona Affiliated Tribes, Inc. (AATI) appealed two disallowances by the Administration for Children and Families (ACF) totaling $1,043,163 in federal funding awarded under the Head Start program during the period January 1, 1990 through December 31, 1993. Grantees and delegate agencies will find this decision useful with regard to issues of property and expansion of Head Start services. AATI administers Head Start programs for children of migrant families at several locations in Arizona.
