DECISION
The Administration for Children and
Families (ACF) of the Department of Health and Human Services
(HHS) notified Home Education Livelihood Program, Inc. (HELP)
by letter dated December 8, 1994 that ACF was disallowing
$642,426 because of alleged improper expenditures of federal
funds for HELP's Migrant Head Start program (Board Docket
No. A-95-55). HELP appealed this disallowance pursuant to 45
