The Department of Appeals Board affirmed ACF's decision to terminate Saginaw's Head Start funding. Grantee agencies will find this decision helpful in preventing non-compliances in their programs. The board found that termination was warranted because Saginaw's multiple instances of non-compliance clearly constituted a failure to perform requirements related to program design and management.
