The Office of Head Start relies upon a pool of highly qualified Head Start Monitoring Support Reviewers who possess exceptional credentials and a commitment to excellence. The Office of Head Start relies upon a pool of highly qualified Head Start Monitoring Support Reviewers who possess exceptional credentials and a commitment to excellence. Prospective Reviewers must meet a stringent set of requirements in order to qualify. Danya International, Inc., serves as the Head Start Monitoring Support consultant and is responsible for recruitment, performance assessment, and management of the pool of Monitoring Support Reviewers.

To be considered as a Head Start Reviewer, candidates must submit an online application detailing how they fulfill several core criteria, including:

  • Program Competency: demonstrated knowledge and skills in one of the program areas
  • Knowledge of Head Start Standards: an awareness of the Head Start Program Performance Standards and current OHS Monitoring Protocol
  • Ethics and Professionalism: compliance with Reviewer performance expectations and requirements detailed in the Code of Conduct
  • Commitment to Work: schedule flexibility for adequate pre-review preparation and post-site follow-up tasks
  • Writing Skills: proven high-level proficiency to interpret evidence and document review findings
  • Computer Proficiency: demonstrated computer skills, use of a laptop computer with the appropriate specifications, access to the Internet, a viable e-mail address
  • Capability to install and operate software programs


The screening process begins upon receipt of the application and is concluded within the month following submission. Applicants are first assessed by a screening panel that makes initial determinations on qualifications. Those candidates who pass the initial screening must take online tests in writing and computer literacy. Upon completion of both tests, Danya verifies the educational and professional background provided on the application.

Applicants still under consideration must then accept and agree to comply with the Master Agreement, Code of Conduct, and Reviewer Policies and Procedures. Prior to becoming certified as a Reviewer, candidates must then participate in Webinar sessions covering an overview of the Head Start Monitoring Program and Protocol, using the OHS Monitoring Software, and specific service area training. Upon completion of the training, applicants become eligible members of the pool of Head Start Reviewers and await assignment to a Head Start Review Team.
