Non-Federal Share
The Head Start Act stipulates that the Federal share of the total costs of the Head Start program will not exceed 80% of the total grantee budget unless a waiver has been granted (Head Start Act Section 640(b)). The grantee agency must obtain and document the required 20%, or other approved match. Non-Federal share must meet the same criteria for allowability as other costs incurred and paid with Federal funds.

Fundraising
Fundraising is an issue for both parents and management, with regard to being an allowable activity. Fund-raising activities occur occasionally under Head Start auspices. Parents also often engage in fund-raising as part of parent involvement activities in Head Start. These activities allow the program to generate additional resources to support special projects that the program would not otherwise be able to afford using only its Head Start grant.
