FY2009 Office of Head Start Monitoring Protocol

We are pleased to post the final FY2009 Office of Head Start Monitoring Protocol.  The Protocol design and format have been enhanced to increase the efficiency and quality of field work. As you review the Protocol, you will note that the majority of the questions are the same questions that were in the 07 and 08 Protocols.  The OHS has added new questions that incorporate some of the requirements of the Head Start Act signed December 12, 2007.

The Following Information Relates to the FY08 Protocol Only

Head Start Monitoring Reviews assess the performance, compliance, and accomplishments of local Head Start and Early Head Start programs in meeting statutory and regulatory requirements.

In Fiscal Year 2007, the Office of Head Start (OHS) introduced a new integrated monitoring protocol that was designed to assess the performance and compliance of Head Start grantees in a more focused, efficient, and comprehensive manner. The protocol focused on the delivery of services as well as the management systems that support services, accountability, and fiscal integrity. Changes include:

  • Enhancing the Education and Early Childhood Development Services section to include a revised classroom observation instrument;
  • Adding compliance questions to each Protocol section that address ongoing monitoring;
  • Incorporating additional Head Start Program Performance Standards;
  • Refining the language of some of the compliance questions;
  • Improving the guidance prompts to better direct reviewers while on-site.
