TO: All Head Start Grantees and Delegate Agencies

SUBJECT: Announcement of Availability of Funds for Early Head Start

LEGAL AND RELATED REFERENCES: The Head Start Act, as amended, 42 U.S.C. 9831 et seq.

SUMMARY: I am pleased to announce the availability of funds for Early Head Start. Section 645A of the Head Start Act calls for the establishment of a new program for low-income families with infants and toddlers designed to promote the development of the children, and to support parents and assist them in moving toward self-sufficiency. This program has been named Early Head Start. Funding is being made available, on a competitive basis, to public and private non-profit agencies, including Head Start agencies, to establish Early Head Start programs.

Attached is a copy of the program announcement recently published in the Federal Register.
