SUBJECT: Notice of Proposed Rulemaking on Head Start Transportation Safety
LEGAL AND RELATED REFERENCES: The Head Start Act, as amended, 42 U.S.C. 9831 et seq.
INFORMATION: Attached is a copy of the Notice of Proposed Rulemaking (NPRM) on Head Start Transportation Safety. Section 640(i) of the Head Start Improvement Act of 1992 required the issuance of regulations governing the safety features and safe operation of vehicles used by Head Start agencies in transporting Head Start children.
The proposed rule:
- Requires Head Start
programs that provide transportation services to children to and
from the classroom to provide such transportation only on school
buses;
- Requires that all children
be seated in age and weight appropriate child restraint systems;
- Requires that each Head
Start bus have at least one monitor on board at all times when
transporting children;
- Establishes minimum
qualifications for bus drivers;
- Establishes minimum
pre-service and in-service training requirements for bus drivers
and monitors;
- Establishes requirements
for transportation of children with disabilities; and
- Establishes requirements for the involvement of Head Start programs in coordinated transportation systems.
All Head Start programs and delegate agencies are encouraged to comment on this proposed rule. In order to be considered, comments must be received in writing by August 15, 1995.
