SUBJECT: Opportunity to Comment on Proposed Amendments to 45 CFR Part 1305 - Eligibility, Recruitment, Selection, Enrollment and Attendance in Head Start
INFORMATION:
Attached for your review and comment is a copy of the Notice of Proposed Rulemaking (NPRM) published in the Federal Register on October 25, 1995.
The Administration on Children, Youth and Families is issuing this NPRM to amend the requirements on eligibility, recruitment, selection, enrollment and attendance in Head Start in six areas affecting Head Start programs which are serving specific populations.
The first and second proposed changes add a new definition for Indian Tribe and amend the definition of a migrant family to conform to a new statutory definition contained in the Head Start Act.
The third change requires migrant programs to give priority to children from families that relocate most frequently.
The fourth and fifth proposed changes affect Head Start programs operated by Indian Tribes by expanding the definition of a Head Start service area to include near-reservation designations and by expanding the family income eligibility criteria for Indian grantees meeting specific conditions.
The sixth change establishes the number of years children remain eligible for Head Start when they are enrolled in an Early Head Start program.
As explained in the NPRM, written comments are to be addressed to Helen Taylor, Associate Commissioner, Head Start Bureau, Administration on Children, Youth and Families, P.O. Box 1182, Washington, DC 20013. The deadline for receipt of comments is December 26, 1995.
We look forward to receiving comments from you, your staff and the parents served by your program. We are especially interested in comments from programs serving the specific populations impacted by these proposed changes. All comments will be taken into account as we develop the final rule, and summaries of the comments received will be published with the final rule in the Federal Register. To assist us in the review of your comments, please identify the number of the section and letter of the paragraph in the NPRM to which each comment is related.
