Abstract

The annual Head Start Program Information Report (PIR) is an important source of comprehensive data on Head Start programs at the national, regional, and program level. In March, 1996, this Information Memorandum announced the availability of the PIR for that operating year (1995-1996). Programs were strongly encouraged to submit the no longer attached PIR form using electronic data submission (EDT).

INFORMATION MEMORANDUM

TO: Head Start Grantees and Delegate Agencies

FROM: Head Start Program Information Report (PIR) for the 1995-1996 Program Operating Year

INFORMATION: Each year Head Start grantees and delegate agencies are required to submit the Program Information Report (PIR). The PIR provides comprehensive, national data on the Head Start program. It includes important information on the number of children served, staffing, agency organization, program services and activities, and on selected areas of importance to national policy-making. Information from the PIR is summarized in such documents as the annual Head Start "Statistical Fact Sheet."

Attached are the 1995-1996 PIR form, general instructions on completing the PIR and instructions on electronic submission of the PIR. It is recommended that you carefully read through the PIR questions and the instructions before preparing your submission.

We recommend that grantees immediately verify that all of their delegates have received their PIR package. Contact your Regional Office if additional copies of the PIR form are required.

Programs are strongly encouraged to submit the PIR form using electronic data submission (EDT). In 1994-1995 over 1,500 programs submitted their data electronically. The use of EDT has effected considerable savings both in personnel time and contract costs associated with keying and verification of the printed PIR forms, and resulted in increased timeliness of submissions and reduction in the overall error rate.

The PIR submission from all programs except Migrant programs must be received NO LATER THAN May 31, 1996 by the PIR processing contractor, Ellsworth Associates, Inc. The PIR submission of Migrant programs must be received NO LATER THAN September 29, 1996.
