Abstract

The Head Start Bureau and the Office of Child Support Enforcement (OCSE) continue to collaborate on ways to better support Head Start single-parent families. Grantees and delegate agencies will find strategies in this Information Memorandum, as well as the directory of state agencies attached below, for informing parents about child support services and establishing referral arrangements for eligible parents with their local Child Support offices.

SUBJECT: Promotion of Child Support Services in local Head Start programs nationwide

INFORMATION: The Head Start Bureau (HSB) and the Office of Child Support Enforcement (OCSE) continue to collaborate on ways to better support Head Start single-parent families. The attached jointly-signed letter is the latest action to underscore the importance of the OCSE and the HSB initiative.

The three steps asked of local programs are 1) inform every family in their Head Start program about child support services; 2) have a procedure for referring potentially eligible parents to the local Child Support office; and 3) establish referral arrangements with the local Child Support office.

Dear Colleague:

The Head Start Bureau and the Office of Child Support Enforcement are engaging in an initiative to promote child support services for single-parent families in Head Start. We are sending you this jointly signed letter to tell you about the initiative and to enlist your active support in it.

As you know, Head Start offers children and their families a number of services, including education, health, nutrition and social services. Among the social services many Head Start families rely on are child support services. One-parent families across our nation depend on these critical services for their daily needs. This is why we are collaborating --here and in the Regional Offices-- to promote child support services for those Head Start parents who are not already involved in the child support enforcement system.

Why are these services so critical for them? Because child support services can provide a single-parent with much needed financial and medical support from the non-custodial parent. Child support services, therefore, provide single parents with critical additional resources to meet their children's growing material needs. In addition, child support services frequently result in a child enjoying emotional support and love from both its mother and father.

We know that, as Head Start Program Directors, you understand better than most Americans just how much single, low-income women must struggle, day in and day out, trying to make ends meet in providing food, clothing, medicine, etc., etc. for their growing children. We know, too, that you are passionately committed to children, particularly to low-income children who often have "two strikes against them" in life due to lack of services. This is why we now ask you to join us in this initiative to promote child support services for Head Start single-parent families.

Specifically, this initiative invites you to take three steps to assure that your Head Start program promotes child support services for every single-parent family in it. We know that many Head Start programs, coordinating with Child Support offices, are already carrying out one or more of these activities and we commend them. We are now asking every Head Start program to carry out the three steps on behalf of their enrolled children and families.

First, provide information on child support services to every family enrolled in your program. This way all Head Start parents will know what these services are and whether they themselves should be seeking them. They also can share this helpful information with potentially eligible friends and neighbors, thereby contributing to the good of their communities.

Second, make certain your Head Start program has a procedure for referring potentially eligible Head Start parents to your local child support office. This way your program would not only provide all parents with information but also take the lead to refer every potentially eligible parent to the local child support office for services.

Linked to this is the third step: get in touch with your local child support office to make referral arrangements with the staff. By entering into a collaborative relationship with the local child support office on behalf of your single-parent families, you will be acting in their highest interest.

To assist you in these three steps, we are enclosing a copy of the Handbook on Child Support Enforcement and a list of the State Child Support Enforcement agencies (also called IV-D agencies) with their addresses and telephones. The State agency can provide you with informational material to distribute to your families and identify the local child support office you need to contact to make referral arrangements with it. Your local child support office also will gladly accept invitations to speak to your staff and parents about child support services.

As we jointly invite your participation in this initiative to promote child support services for Head Start families, we assure you of our joint commitment to assist you in carrying out the three steps. Federal regional Head Start and Child Support staffs share this commitment and will be collaborating on the initiative in the Regional Offices. We expect they will be following up this letter in appropriate ways to assist you.

In closing, we thank you on behalf of the many Head Start single parents and their children who will be strengthened by the child support services they receive through your participation in this initiative!
