Abstract

The purpose of the Head Start-Johnson & Johnson Management Fellows Program is to build a cadre of Head Start directors with advanced management skills. This Information Memorandum provides grantees and delegate agencies information on applying for the 1997 session of the training program at the University of California at Los Angeles (UCLA).

SUBJECT: Head Start-Johnson & Johnson Management Fellows Program at the University of California at Los Angeles

LEGAL AND RELATED REFERENCES: The Head Start Act, P.L. 97-35, as amended by P.L. 103-252.

PURPOSE:

To inform Head Start Directors about how to apply for the 1997 Head Start-Johnson & Johnson Management Fellows Program at the University of California at Los Angeles (UCLA).

BACKGROUND:

The Head Start-Johnson & Johnson Management Fellows Program, first conducted in 1991, is a two-week residential management training program for selected Head Start Directors (including Directors of Head Start delegate agencies) at the University of California at Los Angeles (UCLA). To date, over 350 Head Start Directors have become Head Start-Johnson & Johnson Management Fellows by participating in the program.

The purpose of this high-level management training, which is provided by the John E. Anderson Graduate of Management at UCLA, is to build a cadre of Head Start Directors with advanced management skills who will be able to use their enhanced capabilities to further develop their role as leaders within their communities. UCLA is making the training especially relevant to Head Start Directors by specifically tailoring it to the unique challenges facing them.

Selection for the program is competitive based on applications submitted by the candidates. Head Start Directors who meet the eligibility requirements described in the attached application are invited to apply. Applications are to be submitted to UCLA for initial screening; final selections are made by the Management Fellows Program Advisory Board. Every effort will be made to select a class that is representative of the population of Head Start Directors.

In addition to the Head Start Director, the training program requires three and one-half days of participation by a person in a supervisory relationship to the Director. This person can be the Head Start Director's immediate supervisor, the Executive Director or Chairperson of the Board of Directors of the grantee or delegate agency, or someone else in a supervisory position to the applicant who can be helpful in developing a Management Improvement Project (MIP) and in getting the support needed to implement it.

Head Start Directors who have been trained in the Management Fellows Program are expected to share their experience with other Head Start Directors and to report to the Management Fellows Program their progress in implementing their MIPS.

DISCUSSION

In 1997, approximately 80 Head Start Directors will be selected for the Head Start-Johnson & Johnson Management Fellows Program. There will be two different sessions of the program with 40 participants each. The first session will be from June 15 to June 27, 1997. The second session will be from July 13 to July 25, 1997. Applicants may indicate their preference for which session they would prefer and will be honored to the extent possible but final decisions will be made by UCLA.

All of the information which is needed to apply for the Head Start-Johnson & Johnson program is included as an attachment to this Information Memorandum.

Additional copies of the application may be obtained by either copying the attachments or contacting UCLA. Interested Head Start Directors should send their completed applications directly to UCLA. The application must be postmarked by no later than January 31, 1997 and sent to:

Successful applicants will be notified by UCLA of their selection-during the week of March 17, 1997, at which point the Head Start programs for which they work may request grant supplements from their ACF Regional Offices. The supplements are intended to cover the costs of travel, hotel and incidental expenses for the participant and supervisory co-participant.
