Abstract

This final rule, published in the Federal Register on February 8, 1999, governs the purchase of facilities to operate Head Start programs. Head Start grantees and delegate agencies will find this and the attached Notice of Proposed Rulemaking essential in theif efforts to purchase, renovate, or construct facilities.

SUBJECT: Final Rule on Purchase of Head Start Facilities and Proposed Rule for Construction and Renovation of Head Start Facilities

INFORMATION:

The final rule, published in the Federal Register on February 8, 1999, governs the purchase of facilities to operate Head Start Programs. A proposed rule on facility purchase was previously published in the Federal Register and a summary of the public comments and their resolution is discussed in the preamble of the final rule. The rule is effective on March 10, 1999. In large measure, this regulation continues and formalizes the practices ACF has been following concerning the purchase of facilities.

The attached Notice of Proposed Rulemaking, also published on February 8, 1999, proposes to modify the final rule on purchasing so that it includes provisions for facility renovation and construction. We are seeking comments on this proposed rule which should be addressed to: Associate Commissioner, Head Start Bureau, P.O. Box 1182, Washington, D.C., 20013. In order to be considered, comments must be received on or before April 9, 1999. This proposed rule will become effective after the public comment period has expired and the final rule is approved and published.
