INFORMATION MEMORANDUM
TO: All Head Start Grantees and Delegate Agencies
SUBJECT: Head Start -Johnson & Johnson Management Fellows Program at the the University of California at Los Angeles
PURPOSE: To inform Head Start Directors about how to apply for the year 2000 Head Start - Johnson & Johnson Management Fellows Program at the University of California at Los Angeles (UCLA).
BACKGROUND: The Head Start - Johnson & Johnson Management Fellows Program, first conducted in 1991, is a two-week residential management training program for selected Head Start Directors (including Directors of Head Start delegate agencies) at the University of California at Los Angeles (UCLA). To date, almost 600 Head Start Directors have become Head Start - Johnson & Johnson Management Fellows by participating in the program.
The purpose of this high-level management training is to build a cadre of Head Start Directors with advanced management skills that will be able to use their enhanced capabilities to further develop their roles as leaders within their communities. The John E. Anderson Graduate School of Management at UCLA provides the training. UCLA makes the training especially relevant to Head Start Directors by specifically tailoring it to the unique challenges facing them.
Selection for the program is competitive based on applications submitted by candidates. Head Start Directors who meet the eligibility requirements described in the attached application are invited to apply. Applications are to be submitted to UCLA for initial screening; final selections are made by the Management Fellows Program Advisory Board. Every effort will be made to select a class that is representative of the population of Head Start Directors.
In addition to the Head Start Director, the training program requires three and one-half days of participation by a person in a
supervisory relationship to the Director. This person can be the Head Start Director's immediate supervisor, the Executive Director or Chairperson of the Board of Directors of the grantee or delegate agency, or someone else in a supervisory position to the applicant who can be helpful in developing a Management Improvement Project (MIP) and in getting the support needed to implement it.
Head Start Directors who have been trained in the Management Fellows Program are expected to share their experience with other Head Start Directors and to report to the Management Fellow Program their progress in implementing their MIPs.
DISCUSSION: In 2000, Head Start - Johnson & Johnson Management Fellows Program will offer one session for approximately 40 Head Start Directors instead of two sessions that have been available inpast years. This session will be from June 18 to 30, 2000. Because we will be limiting attendance to 40 directors, we expect that the process will be more competitive than in the past.
A second session will experiment with a different approach to management training for Head Start programs. This session will be for management teams from a selected number of programs from throughout the country and will be available by invitation only.
All of the information which is needed to apply for the Head Start - Johnson & Johnson program is included as an attachment to this Information Memorandum.

Successful applicants will be notified by UCLA of their selection during the week of March 20th, 2000, at which point the Head Start programs for which they work may request grant supplements from their ACF Regional Offices. The supplements are intended to cover the costs of travel, hotel and incidental expenses for the participant and supervisory participant.
