INFORMATION MEMORANDUM
TO: Head Start and Early Head Start Grantees and Delegate Agencies
SUBJECT: Head Start Funding Opportunities for Fiscal Year 2000
LEGAL AND RELATED REFERENCES: The Head Start Act, as amended, 42 U.S.C. 9831 et seq.
SUMMARY OF NEW FUNDS AVAILABLE:
We wish to inform you about three announcements about the availability of funds that have been published recently in the Federal Register. These announcements solicit applications for:
- Head Start grants to serve (1)
Federally-recognized Indian reservations and Alaska Native
villages not currently served by Head Start and (2) children of
migrant and seasonal farm workers in areas not currently served in
the following states: Connecticut, Iowa, Kansas, Kentucky,
Louisiana, Massachusetts, Mississippi, Missouri, Montana,
Oklahoma, and Puerto Rico. It is expected that a total of
approximately $3,000,000 will be awarded to support these
programs. Tribal and Alaska Native governments are eligible to
apply for grants for unserved reservations or Alaska Native
villages. Any local public agency or local non-profit or
for-profit private agency is eligible to apply for funds expand
services to migrants and seasonal farmworkers. The Federal
Register announcement was published May 18, 2000. Applications are
due July 21, 2000.
- Grants to colleges and universities to
improve the quality and long-term effectiveness of Head Start and
Early Head Start programs in serving Hispanic children and
families. These Head Start-Higher Education Hispanic Service
Partnership (HS-HEHSP) projects will support joint efforts between
local Head Start or Early Head Start agencies that are serving
significant numbers of Hispanic children and local higher
education institutions with proven capabilities in educating and
preparing professionals to work effectively with Hispanic children
and their families. A total of $1,000,000 annually will be awarded
to support approximately seven HS-HEHSP projects. Eligible
applicants are institutions of higher education. The Federal
Register announcement was published May 17, 2000. Applications are
due July 12, 2000.
- A grant for a Head Start - Higher Education Faculty Initiative. This initiative will provide opportunities for faculty in colleges and universities to enhance their skills, knowledge and effectiveness as they teach Head Start and Early Head Start teachers in order to insure better outcomes for children. Funding will be through a cooperative agreement with one organization or coalition of organizations and will be for approximately $1,000,000 annually. Universities, colleges, foundations, national organizations, public and private non-profit and for-profit agencies and organizations are eligible. The Federal Register announcement was published May 22, 2000. Applications are due July 11, 2000.
