The following presents a Venn diagram which endeavors to show the various possible relationships between Head Start and another child care program. The two programs are represented by circles.
The upper portion of the top circle identified as "child care program" represents either programs or children receiving services who are not Head Start eligible, where Performance Standards are not required or met, and where costs must be allocated if Head Start shares resources with the other program.
The lower portion of the lower circle represents a Head Start program where children are eligible and Performance Standards are met. Cost allocation is not required in this setting.
The center area where the two circles overlap represents a partnership arrangement in which children eligible for both Head Start and the other program receive all required Head Start services, the Performance Standards are met, and cost allocation is not required. Please note that all of the conditions in the Head Start-only circle apply to the overlapping area as well, so that both eligibility and Performance Standards must be met. Thus, all children in the entire lower circle are receiving Head Start services--are Head Start children--regardless of the funding source for those services, and could be reported as such either through the grant application and the resulting Financial Assistance Award, or in Section 3 of the grant application utilizing the "Other cash and in-kind funding sources" table.
