Abstract

The purpose of  the Head Start-Johnson & Johnson Management Fellows Program is to build a cadre of Head Start directors with advanced management skills who will be able to apply their enhanced capabilities to expand their leadership role within their service communities. This Information Memorandum provided grantees and delegates information on applying for the 2002 session of the training program held at the University of California at Los Angeles (UCLA).

SUBJECT: Head Start-Johnson & Johnson Management Fellows Program at the University of California at Los Angeles

PURPOSE: To provide information on applying for the 2002 Head Start-Johnson & Johnson Management Fellows Program at the University of California at Los Angeles (UCLA).

BACKGROUND:
The Head Start-Johnson & Johnson Management Fellows Program, first conducted in 1991, is a two-week residential management training program for selected Head Start Directors (including Directors of Head Start delegate agencies) at the University of California at Los Angeles (UCLA). To date, over 750 Head Start Directors have become Head Start-Johnson & Johnson Management Fellows by participating in the program.

The purpose of this high-level management training is to build a cadre of Head Start Directors with advanced management skills that will be able to use their enhanced capabilities to further develop their role as leaders within their communities. The John E. Anderson Graduate School of Management at UCLA provides the training. UCLA makes the training especially relevant to Head Start Directors by specifically tailoring it to the unique challenges facing them.

During the last two summers, a model for training management teams along with the Head Start Director was offered. Based on the success of this model, the second two-week session for the summer of 2002 will be devoted to training management teams. Applicants may choose to apply to attend either the first or the second session.

Selection for the program is competitive based on applications submitted by the candidates. Head Start Directors and management teams who meet the eligibility requirements described in the attached application are invited to apply. Applications are to be submitted to UCLA for initial screening; final selections are made by the Management Fellows Program Advisory Board. Every effort will be made to select classes that are representative of the population of Head Start Directors and management teams.

The training program also requires three and one-half days of participation by a person in a supervisory relationship to the Director. This person can be the Head Start Director's immediate supervisor, the Executive Director or Chairperson of the Board of Directors of the grantee or delegate agency, or someone else in a supervisory position to the applicant who can be helpful in development and implementation of a Management Improvement Project (MIP).

Head Start Directors who have been trained in the Management Fellows Program are expected to share their experience with other Head Start Directors and to report to the Management Fellows Program their progress in implementing their MIPs.

DISCUSSION:

In 2002, Head Start-Johnson & Johnson Management Fellows Program will offer one session for approximately 40 Head Start Directors. This session will be from June 17-28 , 2002. The second session will be offered for training management teams from approximately 12 Head Start programs. This session will be from July 7-19, 2002.

All of the information which is needed to apply for the Head Start-Johnson & Johnson program is included as an attachment to this Information Memorandum. There are separate applications for each of the two sessions. Programs may only apply to attend one of the sessions.
Additional copies of the applications may be obtained by either copying the attachments or contacting UCLA. Interested Head Start Directors should send their completed applications directly to UCLA. Applications must be postmarked no later than March 8, 2002 and sent to:

Successful applicants will be notified by UCLA of their selection during the week of April 1, 2002, at which point the Head Start programs for which they work may request grant supplements from their ACF Regional Offices. The supplements are intended to cover the costs of travel, hotel and incidental expenses for the participant and supervisory co-participant.
