Abstract

The Final Rule, published in the Federal Register on May 1, 2003, continues and formalizes the practices ACF has been following concerning center purchase, construction, and renovation. Grantees will find the information in this memorandum useful when determining whether they qualify for facilities funding and when submitting the correct information with their applications.

SUBJECT: Final Rule for the Purchase, Major Renovation and Construction of Head Start Centers

INFORMATION:

The attached Final Rule was published in the Federal Register on May 1, 2003 and governs the purchase, major renovation and construction of Head Start centers. The rule describes how a grantee may qualify for funding and the information grantees must submit with their applications for funding. The rule also specifies the actions grantees must take to protect the Federal interest in properties purchased, constructed and/or improved with Federal funds. The rule is effective on June 2, 2003. In large measure, the rule continues and formalizes the practices ACF has been following concerning center purchase, construction and renovation.
