SUBJECT: Policy Clarification E-mail Address

INFORMATION:

There are, at times, questions of Head Start policy that cannot readily be answered by reference to the Head Start Act or relevant regulations and policy issuances. However, it is very important that all of us involved in Head Start - grantees and delegate agencies, federal staff, PRISM reviewers, auditors and others have one common understanding about all of Head Start’s requirements. Where we have different individuals coming to different conclusions on what is and is not required of Head Start agencies or what is and is not an allowable practice, we run the risk of unnecessary confusion and a lack of clarity. Therefore, in order to help assure a consistent understanding of all Head Start policies and requirements, the Office of Head Start has established an e-mail address to which questions of policy can be submitted. Questions submitted to this address will be reviewed and, as appropriate, answered. These answers will be posted in the Policy Clarification section of the Early Childhood Learning and Knowledge Center (ECLKC).

Grantees and delegate agencies are encouraged to submit any question of policy clarification to OHS-PolicyQuestions@acf.hhs.gov
