Eligibility and Enrollment
 

In order to reach those most in need for Head Start services, Head Start and Early Head Start programs must develop and implement a recruitment process. This process is designed to inform eligible families of the availability of services in their local community. This section provides a variety of resources and information that explains the Head Start Bureau's policies and expectations for achieving and maintaining full enrollment.

Eligibility Determination
To be eligible for Head Start services, families must meet specific income criteria and children must meet an age criteria. In addition, Head Start also requires that a minimum of ten percent of enrollment opportunities be made available to children with disabilities. This section provides policy guidance, Federal income guidelines, and a variety of other resources to assist programs in meeting the eligibility requirements.

Enrollment and Attendance
Head Start regulations require programs to maintain enrollment at 100 percent of the funded level. This section provides policy guidance and recommendations which supports increasing ongoing monitoring and improving the quality of enrollment data.

Income Eligibility
Head Start is designed to serve children whose families have income at or below the Federal poverty guidelines. These guidelines are issued every year in the Federal Register by the Department of Health and Human Services (DHHS). Program Options
Head Start and Early Head Start programs may choose to implement one or more than one of three program options: center-based, home-based or a combination program option. Learn more about each option in this section, as well as required staffing patterns and staff qualification requirements.

Recruitment and Selection
Each Head Start and Early Head Start program must have a formal process for selecting children and families. At least 10 percent of enrollment opportunities must also be made available to children with disabilities.
