Program Information Report (PIR)

The Office of Head Start Program Information Report (PIR) provides comprehensive data on the services, staff, children, and families served by Head Start and Early Head Start programs nationwide. All grantees and delegates are required to submit PIR for Head Start and Early Head Start programs.

The PIR is an important source of descriptive and service data for the Head Start community, their partners, Congress, and for the general public. PIR data is compiled for use at the federal, regional, state, and local levels.

Submitting the 2013-2014 PIR

PIR reporting opened May 8, 2014.

Information Collection Authority

The Office of Head Start is requesting comments on its proposal to add and change some questions on its annual Program Information Report (PIR) collection (OMB No. 0970-0427). These changes focus largely on family demographics, family engagement, and child care partnerships.

There are two minor changes for 2014–15 that will soon be posted to the ECLKC. These changes do not require tracking of data in advance.

Most changes are being proposed for the 2015–2016 program year data to give programs and developers ample notice.

This document contains the new questions and questions with significant restructuring changes, including:

  • Family income
  • Race and ethnicity
  • Family and community partnership staff qualifications
  • Family parent/guardian figures
  • Parent school and job training completion
  • Family services: families with need and families that received service
  • Father engagement
  • Formal agreements with child care partners

The OMB comment period closes on Friday, Aug. 1, 2014. If you miss the deadline, there will be a second comment period that will last 30 days. It will most likely begin soon after Aug. 1 and we will update this page to reflect the new deadline for comments.
