Identifying Developmental Concerns
 
Abstract

The questions in this section of the Interview - Self Study Guide help programs self-reflect on screening, evaluation, and assessment systems for children with disabilities and their families. The interview (or self-study) is useful for Early Head Start/Head Start staff and TA providers responsible for coordination of services to children with disabilities and their families.

The following is an excerpt from Disability Services Interview/Self Study Guide.

Identifying Developmental Concerns

  • Describe your practices in meeting the needs of children with disabilities from initial screening to the design and implementation of the IEP or IFSP.
  • Describe your program's procedures for screening for sensory, behavioral, and/or developmental concerns. What are roles of Head Start staff, consultants, parents and community partners?
  • For children whose screening and/or developmental assessment results suggest a possible disability, how do you assure that a referral is promptly made to the Part C or local education agency? What are the timelines for referrals, assessment and placement in your State? How do you track the timeliness of these services for children you refer?
  • Describe the procedures for multi-disciplinary team evaluation of Head Start children with suspected disabilities. How are decisions made as to whether child needs special education or related services? Describe Head Start’s role in IEP/IFSP development.
  • How do you assure that IEPs/IFSPs are signed by a representative of the local education agency or Part C agency implementing IDEA? If some IEPs/IFSPs are not cosigned by these agencies, explain why not.
