Instrument Crosswalks
 
Abstract

The Early Childhood Outcomes Center (ECO Center) is funded by the U.S. Department of Education's Office of Special Education Programs (OSEP) to support State agencies responsible for preschool special education (Section 619 of IDEA) and early intervention (Part C of IDEA) as they develop and implement child outcome measures for infants, toddlers, and young children with disabilities.  Through the ECO Center’s work with states, the project has developed “Instrument Crosswalks” to describe how commonly used early childhood development assessment tools align with the outcome measures required for State Performance Plan reporting to OSEP. This link offers Disabilities Specialists and other administrators a broad overview of how commonly used early childhood assessment tools provide data States may use to measure and report outcomes for children with disabilities.

Instrument Crosswalks 

In the process of working with states on outcome development and measurement approaches, the ECO Center cross-referenced the functional skills assessed by various published instruments with the three child outcomes required by OSEP for Part B/619 and Part C programs, to assess the degree to which these instruments measure the required outcomes. Crosswalks were generated for instruments based on the frequency of informal requests from states. Priority was also given to instruments that states identified for outcomes measurement in the State Performance Plans submitted to the Office of Special Education Programs in 2005. These crosswalks are presented as a service to the field. The ECO Center does not endorse the use of any specific assessment instrument. Thus, a completed crosswalk does not constitute the endorsement of an instrument.
