Program Planning and Management
 

Programs regularly reflect on the ways in which they plan for the inclusion of children with disabilities. The interview (or self-study) assists Early Head Start/Head Start staff and TA providers in planning for coordination of services including facilities, collaboration, and recruitment/enrollment.

The following is an excerpt from Disability Services Interview/Self Study Guide.


Program Planning and Management

  • What are the central goals of your programs plan for disabilities services? How have parents, community partners, and persons with disabilities participated in this planning?

  • Describe how your recruitment, selection, and enrollment procedures assure that at least 10% of enrollment opportunities are for children with disabilities. How many children with disabilities are you serving now? What percentage of your programs enrollment is that? How does that compare to data from the previous year? (review PIR data).

  • How are your recruitment/enrollment efforts coordinated with the local education agency and Part C agency responsible for implementing the Individuals with Disabilities Education Act (IDEA)? Describe major accomplishments of your interagency agreements with LEA/PART C agencies.

  • Describe your programs efforts to recruit children who had diagnosed disabilities prior to enrolling in Head Start, particularly children with more significant disabilities.

  • Describe how your program conducts a self-assessment of its disabilities services. What were significant strengths and concerns discovered in this assessment?

  • What procedures does your program employ to assure that its practices and facilities meet the requirements of Section 504 of the Rehabilitation Act and the Americans with Disabilities Act (ADA)? Describe alterations/accommodations made, or still needed, to allow participation of persons with disabilities in the program, (including parents, staff, and community members).

  • How do you work with program management, policy groups, and governing bodies to assure that resources are allocated to address needs of children with disabilities. (E.g., for adaptations to the facility, equipment purchase of special equipment equipment, staff training, etc.) Discuss a recent example.
