Staffing and Training
FY 2007 PRISM Protocol
 
Abstract

Compliance questions in this section of PRISM are identified that facilitate monitoring of staffing primarily for center-based preschool and infant/toddler programs. These questions from Section 1 address management and oversight responsibilities, qualifications, experience and training of staff, and language background match with language majority of children enrolled, class size and staff ratios. Following the process reflected in the protocol enhances consistency and strengthens the monitoring process.

Introduction

Question 1 A: Are management functions for childhood development and education services formally assigned to a staff person or persons?

Question 1 B: Do the grantee and delegate ensure that early childhood development services are supported by staff or consultants who provide content area expertise and oversight on an ongoing or regularly scheduled basis?

Question 1 C: Do preschool classroom teachers have the required experience and training and meet the qualifications in 648A of the Head Start Act?

Question 1 D: Do staff working as teachers with infants and toddlers have the required credentials, training, and experience?

Question 1 E: Do home visitors have the required knowledge and experience in child development and early childhood education?

Question 1 F: Do the grantee and delegate provide opportunities for ongoing training and development for all staff who provide early childhood development services?

Question 1 G: Do the grantee and delegate ensure that when a majority of children speak the same language, at least one classroom staff member or home visitor interacting regularly with the children speaks their language?

Question 1 H: Is the class size appropriate for the age of the predominant number of the children in the class?

Question 1 I: Does the class have at least two paid staff in the classroom?
 
Question 1 J: In infant and toddler programs, do the grantee and delegate ensure that no more than eight children are in a group and that any one teacher working exclusively with infants and toddlers has responsibility for no more than four children?
