SUBJECT: SF-428 Tangible Personal Property Report
SF-429 Real Property Status Report
INFORMATION:
Two new standard property reporting forms have been issued by the General Services Administration for use by Federal agencies. The purpose of the forms is to create uniformity in the reporting of tangible personal property (equipment and supplies) and real property (facilities), including Federally owned property and property acquired in whole or in part or improved with Federal grants funds.
Personal property reporting forms include Tangible Personal Property Report, Form SF-428; Annual Report, Form SF-428-A; Final Report, Form SF-428-B; Disposition Request/Report, Form SF-428-C; and a Supplemental Sheet, Form SF-428S.
Real property reporting forms include Real Property Status Report (Cover Page), Form SF-429; Attachment A (General Reporting), Form SF-429-A; Attachment B (Request to Acquire, Improve, or Furnish), Form SF-429-B; Attachment C (Disposition or Encumbrance Request), Form SF-429-C. Forms SF-428 and SF-429 can be found at: http://www.whitehouse.gov/omb/grants_forms/.
The Office of Head Start is currently evaluating applicable Head Start regulations, including 45 CFR Part 1309, 45 CFR Part 74, and 45 CFR Part 92 to determine the extent to which Forms SF-428 and SF-429 can be used to replace or supplement existing real and personal property reporting procedures required of grantees. Head Start and Early Head Start grantees are not currently required to adopt the use of Forms SF-428 and SF-429, but may want to review the forms and become familiar with them in anticipation of future use.
Further guidance and detailed instructions for use will be provided by the Office of Head Start at such time as Forms SF-428 and SF-429 are implemented for use by Head Start and Early Head Start grantees.
