What Are “Challenging Behaviors” When Working With Infants and Toddlers?

This tip sheet identifies considerations for understanding and defining challenging behaviors in infants and toddlers. The considerations serve as a useful guide for grantee and program administrators. Applicable Program Performance Standards and resources provide additional information.

Challenging behaviors can be described as any behavior that feels overwhelming to the caregiver and challenges a caregiver’s sense of competence (Early Head Start National Resource Center, 2006, Technical Assistance Paper No. 10). Challenging behaviors in infants and toddlers are those behaviors that can make it more difficult for children to build or maintain relationships, to regulate their emotions, and/or to explore and learn (Center on the Social and Emotional Foundations for Early Learning [CSEFEL]).
