Public Law 105-135 105th Congress is an act supporting the reauthorization of Small Business programs in a formerly underdeveloped and underutilized business zone. The empowerment contracting program was enacted into law as part of the Small Business Reauthorization Act of 1997.

Small Business Reauthorization Act of 1997

In this Act—(1) the term ‘‘Administration’’ means the Small Business Administration; (2) the term ‘‘Administrator’’ means the Administrator of the Small Business Administration; (3) the term ‘‘Committees’’ means the Committees on Small Business of the House of Representatives and the Senate; and (4) the term ‘‘small business concern’’ has the meaning given the term in section 3 of the Small Business Act (15U.S.C. 632).
