Community Assessment: Data Collection Methods
 

Early Head Start and Head Start grantees are required to conduct a community assessment within their service areas once every three years. Program staff and community partners can use this checklist to ensure that the most appropriate data collection method(s) is considered.

Method

Considerations

Use existing sources of internal aggregate data such as

  • PIR
  • Family Partnership agreement
  • Child/family application data
  • Child screening data
  • Child outcomes data
  • Ensures data from HS eligible children and families
  • Can track trends over time
  • Does not include non-enrolled families and children
  • May need to aggregate data

Use existing sources of external data such as

  • Census
  • Local and state planning departments reports
  • State departments (Education, Health, Public Welfare, etc) data
  • Local interagency committees reports, data
  • Data from local
    • School districts
    • Child care resource and referral agencies
    • Agencies serving children with disabilities
    • Health care providers
    • Social service providers
  • Includes non-enrolled families and children
  • Generally includes non-eligible families and children
  • Information may require significant interpretation or extrapolation
  • Information may be outdated

Conduct additional assessments using such methods as

  • Attitude/perception surveys
  • Key informant interviews
  • Community forums
  • Focus group interviews

  • Require knowledge and skill to implement effectively
  • May involve significant time/resource investment to plan and implement
  • Can be targeted to information gaps
