Management Matters

Management Matters is a series of informational videos developed by the National Center for Program Management and Fiscal Operations (PMFO). Each 15- to 20-minute presentation focuses on an aspect of program management or fiscal operations valuable to a busy Head Start leader. We’ve provided the full presentation and resource materials below, along with a PowerPoint file with notes for leaders who wish to present the material to others. The Head Start Program Planning Cycle

Program planning is one of the 10 Head Start management systems. It is key to operating an effective and high quality Head Start or Early Head Start program. This Management Matters video presentation and supporting materials focus on the Head Start Program Planning Cycle. It also introduces a graphic that may help Head Start and Early Head Start program leaders:

  • Link required management systems into a predictable annual planning process

Cost Allocation

Cost allocation is the process of assigning the shared cost of an item or service to two or more programs—and it’s a key element of the Fiscal Management System.  Organizations use cost allocation to ensure that costs are shared equitably across different funding sources and programs.
