SOLAR helps you to plan and manage your program’s staff development efforts through state-of-the-art technology. As a Head Start director or manager, you can easily and effectively develop a T/TA plan by examining program issues and staff skill levels.

These easy-to-use tools complement Head Start’s existing planning processes.
While the Office of Head Start does not require its programs to use SOLAR, these tools will help you improve program quality. SOLAR is flexible. Both tools stand alone; you can use the Profiler, the Planner, or both. You may also use parts or all of each tool.
