45 CFR 74.13 Debarment and Suspension

This regulation defines the range of federal agencies responsibilities to ensure that parties that have been disbarred or suspended are excluded from federal, financial and nonfinancial assistance and benefits under federal programs and activities. Federal staff and organizations applying for grants can review these regulations to determine if awarding–or pursuing–a grant is appropriate. Part 76 lists the causes for suspension, establishes procedures for debarment or suspension actions, and provides the scope and period of suspension.

Sec. 74.13 Debarment and suspension.

Recipients are subject to the nonprocurement debarment and suspension common rule implementing E.O.s 12549 and 12689, ``Debarment and Suspension,'' 45 CFR part 76. This common [[Page 214]] rule restricts subawards and contracts with certain parties that are debarred, suspended or otherwise excluded from or ineligible for participation in Federal assistance programs or activities.
