Purpose Statement:
The job of Nurse Consultant (Family Center) is done for the purpose/s of of monitoring and delivering health services for the Early Head Start and Prevention Initiative families participating in District 65’s 0-3 programs.
This position supports the EHS Program Director in the oversight of Early Head Start comprehensive services for Health, Nutrition, Disabilities, Safety and Safe Environments, providing supervision, guidance and leadership to EHS staff, directly supervising Health Specialists and Health Assistant positions. The EHS Nurse, will monitor all health, disability, nutrition, safety and safe environment systems to assure compliance with the Head Start Performance Standards, Head Start Act, Program Information Memorandums, and Prevention Initiative requirements. This Nurse will develop a working knowledge of all
Head Start requirements, and will assure that all District 65’s 0-3 program options meet and exceed all funding requirements. EHS Nurse must have the skills and abilities relevant to human services program management, and is responsible for the planning and implementation of ongoing monitoring and program improvement.
Principle Duties and Responsibilities:
- Assists with the efforts in developing the Annual Recruitment Plans for both home and Center based programming for the purpose of assisting the program in meeting funded enrollment.
- Assists with clerical duties (e.g. conduct parent groups/workshops and trainings, develops and distributes parent surveys, etc.) for the purpose of meeting Early Head Start and Center standards. Communicates with Center staff and other agencies for the purpose of relaying and gathering information related to home visits, screening procedures, referrals, developmentally appropriate activities, materials, resources, and family needs.
- Cooperates with other agencies for the purpose of coordinating services and ensuring compliance.
- Develops health plans for children and families and community and self-assessments for the purpose of assisting with the program evaluation process.
- Monitors health requirements for participating children and ensures required documentation is received for the purpose of meeting requirements for all funding and licensure agencies.
- Participates in program planning and implementation of the annual program evaluation and self and community assessment processes for the purpose of ensuring Health and Nutrition is accurately represented as a key component.
- Participates in Multi-Disciplinary Meetings for the purpose of ensuring the program supports children and families through an integrated system of service.
- Participates in a variety of meetings, workshops and seminars for the purpose of gathering, conveying and/or sharing information on childrens health needs, service delivery, and educational programs, improving skills, and acquiring additional technical knowledge.
- Participates in health in-services for the purpose of assisting in the identification of children with health
concerns. - Performs other health or related duties as assigned for the purpose of ensuring the efficient and effective
functioning of the Family Center. - Plans, coordinates, and/or develops programs for Family Center children (e.g. health screenings, identification of high risk children, assisting in providing a healthy, safe environment, assessing the health status of children, addressing health care needs, etc.) for the purpose of providing health services that meet the needs of the community and participating families.
- Prepares written and electronic reports for the purpose of tracking family information, documenting services and supports, providing written reference and/or conveying information, and assuring Early Childhood PIR requirements are met.
- Provides services to Family Center families (e.g. provide recommendations regarding health care needs, provide training/workshops for parents related to health/nutrition, etc.) for the purpose of meeting the health care needs of children and families.
- Provides staff development (e.g. health in-services, workshops/trainings, etc.) for the purpose of meeting Early Head Start standards as it relates to health and nutrition.
- Provides services to the community (e.g. assist with the prevention and control of communicable diseases, assist with the monitoring and implementation of immunizations requirements, providing leadership for monitoring physical exam requirements, maintains awareness of health services available in the community and works with local health care providers to meet the needs of Family Center children, coordinate health follow-up services for identified children, serves as the consultant/facilitator for Head Start 0-to-5 Program Health Services to children, families and staff, etc.) for the purpose of supporting children and families.
SKILLS are required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet
changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job
include: outstanding organizational skills; attention to detail; ability to work under pressure with a high degree of
accuracy and limited direction; utilizing nursing skills and knowledge; planning and managing projects; strong
computer and technology skills, including proficiency with Microsoft Word and Excel and Google docs; interest in and
ability to learn new platforms; administering pediatric CPR and first aid.
KNOWLEDGE is required to perform algebra and/or geometry; read technical information, compose a variety of
documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions.
Specific Knowledge based competencies required to satisfactorily perform the functions of the job include: child
development for birth to five year olds; background working with or knowledge of networks of agencies and
organizations that address students' and families' social-emotional, economic, and health needs; health standards
and hazards; codes/laws/rules/regulations/policies; knowledge of community resources; safety practices and
procedures; treatment modalities.
ABILITY is required to schedule a significant number of activities, meetings, and/or events; routinely gather, collate,
and/or classify data; and consider a number of factors when using equipment. Flexibility is required to independently
work with others in a wide variety of circumstances; analyze data utilizing a variety of complex processes; and
operate equipment using a variety of standardized methods. Ability is also required to work with a significant diversity
of individuals and/or groups; work with a variety of data; and utilize a variety of types of job-related equipment.

Education:
- Bachelors degree in job-related area.
- Current RN license
- B.S.N. or R.N. from an accredited university
- Two years of previous experience in community/public health, pediatrics and/or school nurse experience
- Experience or training in infant/toddler development
- Child Development Associate Certificate (CDA) preferred
- Bilingual in English and Spanish highly preferred.
Rate: $32.00 per hour
P/T = 31 Hours Per Week
