Position Summary:
The EHS Family and Community Outreach Manager is responsible for developing, implementing, and overseeing outreach programs that support families and engage the community. This role involves building strong relationships with community members, organizations, and stakeholders to foster a supportive environment for families. The manager will work closely with various departments to ensure that outreach efforts align with the organization's mission and goals.
As the EHS Family and Community Outreach Manager, you will support our agency approaches to the problems we are trying to solve which include child abuse prevention & intervention; connecting families with professional mental health services to help children cope with trauma; and assisting families in locating and connecting with resources for themselves and their children. You will drive the creation and maintenance of systems for strong Early Head Start Child Care Partnerships by providing high quality EHS services across Onslow County and ensuring that families, child care providers, employers and community members have access to high quality EHS services.
Under the direction of the Early Head Start (EHS) Director, the position is responsible for carrying out the program and policies relative to the delivery of Family Services, Wellness Management and Mental Health Coordination as prescribed by the Head Start Program Performance Standards (HSPPS). The Family and Community Outreach Manager will provide direct supervision and oversight for the EHS Family Services (Advocates), Health Specialist and support Mental Health Consultants/Consultation.
Primary Responsibilities/Accountabilities:
- Develop and coordinate community outreach systems to ensure staff and families have up-to-date knowledge of and access to community resources.
- Plan, develop, and administer a comprehensive family engagement program across all sites, ensuring integrated services for families.
- Oversee the implementation of the Parent, Family, Community, and Engagement (PFCE) Framework.
- Customize intervention strategies to assist families in accessing community referrals.
- Collaborate with content experts to ensure children and families are prepared for school.
- Facilitate staff, parent, and program meetings, trainings, and workshops.
- Consult with child care partnership staff, families, and agency providers to foster continuity of care and develop action plans.
- Provide onsite case management services for One Place EHS and EHS-CCP staff on behalf of enrolled children and families.
- Conduct home visits as necessary in line with policies and procedures.
- Monitor and report on data related to Family Services, Health/Wellness, Mental Health, Family Partnership Agreements, parent education programs, family assessments, and goal setting, as outlined in the HSPPS.
- Aggregate program and community data using assessments, feedback, and surveys.
- Maintain an updated roster of community resources to ensure children and families can access needed services.
- Collaborate with Mental Health Consultants to address and meet the needs of children and families.
- Serve on the Self-Assessment Team as the Lead for Parent, Family, and Community Engagement services.
- Interpret and apply applicable laws, regulations, and policies regarding health and nutrition services, including coordinating food service equipment purchases.
- Participate in comprehensive health staffing for children, making recommendations for follow-up care and identifying needs in oral health, sensory screenings, and dietary concerns.
- Coordinate in-services on nutrition topics for staff and parents.
- Maintain community partnerships related to nutrition and health.
- Coordinate health plans for children with medical needs and update communicable disease information as needed.
- Provide support and education on breastfeeding to parents, expectant families, and center staff.
- Assist with risk management data and lead Health and Safety Screeners at each site.
- Facilitate Health Services Advisory Committee meetings twice a year.
- Monitor and report on compliance with Head Start child health requirements, including medical, dental, and immunization deadlines.
- Support compliance with CACFP regulations and monitor reporting.
- Work closely with management to ensure center operations meet health and safety requirements.
- Participate in management team meetings, staff hiring, and Policy Council Meetings.
- Attend recruitment events, conferences, and training outside of traditional hours.
- Maintain confidentiality regarding information about children, families, and staff.
- Comply with agency policy and state law regarding the reporting of suspected child abuse/neglect.
Qualifications/What You will Need:
- Bachelor's degree in social work or a related field required.
- Minimum of three to five years' experience in social work or a related field.
- At least three to five years of supervisory experience preferred.
- Strong critical thinking skills with the ability to exercise independent judgment and discretion.
- In-depth knowledge of early childhood development, Head Start Systems, and the five Protective Factors.
- Understanding of the diverse service delivery area to effectively partner with consumers, early care and education providers, and both internal and external programs.
- Ability to evaluate, coordinate, and implement various programs, with a focus on tracking efforts and reporting outputs/outcomes.
- Proficiency in technology and data analysis, including interpreting and reporting data.
- Excellent interpersonal and communication skills, with experience working with diverse families, agencies, and organizations.
- Energetic, self-motivated team player with a willingness to learn and meet deadlines.
- Ability to manage multiple tasks with competing priorities under minimal supervision.
