Duties:
Provides guidance and assistance to grant recipients on effective practices for program planning, management, and fiscal operations to ensure efficient delivery of services and compliance with Federal regulations.
- Provides program and technical administration of early childhood programs.
- Leads and/or participates in onsite reviews for the purposes of assessing Head Start recipient performance and compliance with Federal regulations.
- Collects and analyzes a wide variety of data to assess performance and recommend improvements in recipient operations.
- Prepares, monitors, and reports on designated Head Start/early childhood program operations and grant recipient activities, issues and accomplishments.
Qualifications
Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below.
Basic Requirement: You must meet one of the items listed below (A, B, or C):
A. Possess a degree in behavioral or social science; or related disciplines appropriate to the position. (Must provide transcripts)
B. Possess a combination of education and experience -- that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Must provide transcript)
C. Possess four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Specialized Experience:
GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing at least three (3) of the four (4) duties listed below:
- Providing guidance and technical assistance to grantees on early childhood education (e.g. Head Start) program regulations, policies, and procedures.
- Assessing early childhood education programs (e.g. Head Start) through program analysis and utilizing data to make recommendations for operational improvements.
- Providing oversight activities to monitor program operations for early childhood education (e.g. Head Start) programs.
- Preparing reports, memoranda, and other written responses for management and staff on program operations.
OHS helps young children from low-income families prepare to succeed in school through local programs. Head Start promotes school readiness of children under five from low-income families through education, health, social and other services.
