Basic Function
The Greater Louisville Head Start (GLHS) Director is responsible for the administration and management of FCP’s Head Start and Early Head Start programs in accordance with state and federal regulations and FCP’s policies. General responsibilities include direct supervision of FCP GLHS leadership staff, management of associated partnerships, supervision of all program operations, and ensuring full compliance with Head Start performance standards. In all responsibilities, this position supports FCP’s diversity, equity, and inclusion efforts, as well as our trauma-informed services and policies.
Specific Duties
Program Administration
- Develop, implement, coordinate, and direct the delivery of Head Start and Early Head Start services in a manner consistent with the requirements of applicable laws, regulations, grant documents, contractual agreements, and Head Start performance standards.
- Provide required documents and program reports to the Governing Body, Policy Council, Regional Office, and other agencies.
- Oversee the planning and implementation of successful federal Head Start reviews. Assure remediation of any non-compliance issues found.
- Lead planning for the proactive improvement of the program, including providing and/or securing training and technical assistance for all staff.
- Work with FCP’s Board of Directors and Board committees as assigned by the President/CEO.
Fiscal Management
- Maintain a close working relationship with the VP of Finance and the GLHS fiscal team on budget preparation, management, control, and reporting.
- Review and analyze monthly financial and statistical reports to assess the budget status.
- Monitor the program's expenditures, non-federal match requirements, and enrollments to ensure grant requirements are met.
Supervision of Staff
- *Provide direct supervision for FCP’s GLHS leadership positions.
- *Provide leadership and management of expectations and responsibilities for all levels of GLHS employees.
- *Facilitate the continuing professional development of all GLHS staff.
- *In cooperation with Human Resources, ensure that a system for annual performance evaluation, compensation, and promotions for service staff is effectively administered.
Program Evaluation, Planning, & Partnerships
- *Ensure that an ongoing system for the evaluation of service effectiveness and accountability is implemented in a manner that supports continuous quality improvement.
- *Participate in the design and evaluation of FCP and GLHS structures, systems, and policies.
- *Facilitate long- and short-range planning and assessment efforts, including program self-assessment and an assessment of community needs and resources.
- *Establish and maintain relationships with other organizations in a manner that enhances FCP and GLHS, including with partnering agencies, childcare centers, and JCPS.
- Performs other duties as assigned and delegated.
- Bachelor’s degree required. Master’s degree in early childhood education, social work, human services, public administration, or related field preferred.
- At least 3 years’ experience in supervision of staff, fiscal management, and program administration required.
- Experience providing childcare, preschool, and/or early childhood home visitation services for culturally diverse children and families strongly preferred.
