Duties:
Grants and Fiscal Management
- Provides a safe environment with the safety of children and staff in mind, consistently applying emergency procedures.
- Adheres to all financial management systems’ standards and regulations by identifying and allocating expenses; keeping accurate, current, and complete financial records; identifying income sources; maintaining effective controls and accountability for all funds, property, and assets; comparing budget to actual; and determining the allowability of costs.
- Ensures that allowable costs are reasonable, allocable, and adequately documented.
- Designs, implements, and monitor procedures related to fiscal operations and management and files and maintains accurate and timely reports and documentation, including but not limited to: required monthly financial reports, income and expense reports, budget to actuals, projections through year end, CACFP income and expenses, cost allocation plans, direct and indirect cost determinations, overhead administrative expense, non-federal match, and documentation related to compliance with all regulatory agencies.
- Oversees the Early Childhood Programs’ internal fiscal operations.
- Develops, implements, and monitors financial controls within the Early Childhood Programs
- Reports monthly to the CFO on income and expenditures by line item, comparing financial performance of operations with planned budgets.
- Reports monthly to the Head Start Policy Council and the Paladin Board of Directors, and ensures that the governing bodies are trained to interpret monthly financial statements and are trained on budget planning.
- Assists in the annual financial audit as necessary. Assists the CFO with development of resolutions for audit findings and the implementation of corrective action plans.
- Develops, implements, and oversees budget development timelines, including assisting in the development of the Head Start Grant budget and narrative, COLA budget and narrative, private foundation grants, and the ECE program budget.
- Executes day to day financial operations including monitoring accuracy of requisitions, coordinating with management on program planning, budgeting, inventory and ordering, and configuring and monitoring short and long-term projects
- Develops and implements procurement and inventory procedures
- Works with the HR department to conduct wage comparability studies
- Maintains an organized work area and implements effective organizational systems.
- Works in collaboration with administrative staff to ensure effective communication, monitor on-going projects, and maintain operations.
- Assists with annual Community and Self Assessments. Utilizes information to identify and serve children and families.
Communication Skills - Must be able to work well with stakeholders of all types (e.g., staff, contractors, regulatory agencies, Office of Head Start, etc…)
- Must have excellent verbal and written communications skills.
- write persuasively, succinctly, and technically as needed.
- Must be able to convey complex concepts in easily understood terms to a variety of audiences.
- Must be able to formulate complex and comprehensive materials such as detailed reports, formal responses to regulatory agencies, and written guidance.
- Bi-Lingual in English and Spanish, preferred
Qualifications:
Experience and Education
- Bachelor Degree in Management, Administration, Finance or related field (required)
- 5 years’ experience in finance (preferred)
- Bi-Lingual in Spanish (preferred)
