Program Summary
Plaza de la Raza Child Development Services, Inc. (Plaza) is a comprehensive early childhood education program with a focus on school readiness for children zero to five years of age. Developmentally appropriate services are provided for children from low-income families, zero to five years of age. Plaza de la Raza currently serves over 700 children and their families.
Definition
Under general direction, this position organizes, coordinates, and leads the work of clerical and technical accounting personnel; prepares complex financial and accounting report and studies, coordinates annual audit with independent auditors and conducts internal audits of accounting standards and practices and issues recommendations.
Supervision Received And Exercised
The Director of Finance and Business Operations provides general direction and supervision for this position.
Duties And Responsibilities
• Participates in the development and implementation of accounting practices, policies, and procedures.
• Prepares complex monthly, quarterly, and annual statutory and program reports.
• Reviews, research, and corrects problems involving the appropriate reporting of the organization’s financial status.
• Manages the development and tracking of ad hoc budgets.
• Supports in the review and editing of the policies and procedures for fiscal and operations management.
• Supports the Director of Finance and Business Operation in the planning and development of the annual funding application, ensuring that the funds are submitted according to programmatic needs
• Represents the Director of Finance and Business Operations in internal and external relations, including but not limited to liaising with programmatic staff and vendors.
• Analyzes causes of variance by account and program.
• Conducts analysis of revenues and projects future trends.
• Provides guidance to management and departmental representatives given questions or problems.
• Determines the costs to develop and administer the program, including the local costs of necessary resources.
• Categorizes total costs as development and administrative or program costs.
• Identifies and allocates the portion of dual benefits costs that are for development and administration.
• Works with auditors for annual audit.
• Monitors monthly fiscal reports for completeness and accuracy.
• Generates official reports for Federal, state, and local authorities as required by applicable law and regulation.
• Performs other duties as assigned.
Job Requirements
Knowledge of:
Head Start/Early Head Start financial requirements and regulations, MIP and Microix accounting software, ADP Payroll, Microsoft Office software and Grant Application Budget Instrument (GABI). 45 CFR Part 74 Uniform Administrative Requirements for Awards and Sub awards to Institutions of Higher Education, Hospitals, Other Nonprofit Organizations and commercial organizations, CFR Part 215 Uniform Administrative Requirements for Grants and Agreements with Instructions of Higher Education, Hospitals, and Other Nonprofit Organizations (OMB Circular A-110), 2 CFR Part 210 and OMB Circular A-122 Cost Principles for Non-Profit Organizations A-133 Audits of States, Local Governments and Non-Profit Organizations.
Ability to:
Prioritize and manage workload and deadlines, strong diagnostic and problem-solving skills, particularly mathematical, and regulatory requirements, effectively communicate both with written and verbal skills.
Education
Baccalaureate degree from an accredited four-year college or university in accounting, Finance, Business Administration,
or a related field.
Experience
Three years of general professional accounting, budgeting, and auditing experience is required. Some experience in a lead capacity is desirable.
Health Requirements
• Successful completion of an initial health examination, performed by or under the supervision of a physician, to determine, at a minimum, of the prospective employee can perform requirements of the job description physical requirements.
• Proof of the absence of Tuberculosis, from a physician to that the prospective employee is cleared to work with children and families.
• Documentation of current immunizations against influenza, Mumps, Measles & Rubella (MMR) and Pertussis (TDAP).
Additional Requirements
• Fingerprint clearances from the Department of Justice (DOJ), the Federal Bureau of Investigation (FBI), and the Child Abuse Index prior to starting employment.
• Completed and signed statement of any pending and/or prior criminal arrests/charges/convictions related to child sexual abuse, child abuse and neglect, and/or violent felonies.
• Verification that determines eligibility for employment in the United States of America.
• A valid California driver’s license and the availability of private transportation or the ability to obtain transportation to perform position duties is required.
• As a mandated reporter of child abuse, must immediately report any suspected child abuse and/or neglect to Child Protective Services.

9. Maintain adherence to LACOE, state, or federal mandates, including but not limited to program eligibility
determination regulations for Early Head Start, Head Start or state preschool services.
10. Enrolling pregnant women and children that are not eligible to receive Early Head Start or Head Start services.
