Program Summary
Plaza de la Raza Child Development Services, Inc. (Plaza) is a comprehensive early childhood education program with a focus on school readiness for children zero to five years of age. Developmentally appropriate services are provided for children from low-income families, zero to five years of age. Plaza de la Raza currently serves over 700 children and their families.
Definition
Under general direction, this position serves as primary case managers to Head Start families. Promotes child development, family development and community building via home-based programs. This position plans, in collaboration with parents, weekly home visits that integrate the critical role of parents in the early learning and development of their children using ongoing assessment that individualizes learning experiences, with a focus on promoting goals in the Head Start Early Learning Outcomes Three and Ages Birth to Three, and uses goals to structure activities that promote parent’s ability to support their child’s social/emotional, physical and cognitive growth and development and plans.
Supervision Received And Exercised
General direction and supervision is provided by the Home Base Supervisor.
Duties And Responsibilities
• Maintains full enrollment in assigned case load.
• Provides structured child focused home visits that promote parent’s ability to support their child’s social/emotional, physical, and cognitive development.
• Plans with parent’s weekly home visits and monthly socializations.
• Assist families in establishing and meeting obtainable family goals.
• Develop strategies for helping families coping with a crisis.
• Plans and implements lesson plans that support each child’s individual stage of development.
• Ascertain the level of health and development services the family receives and collaborates with community resources to eliminate gaps in service through annual health, vision, hearing, and developmental screenings.
• Ensures that parents/guardians are informed of due process and understand their rights and that written permission is granted by the parent prior to all screenings, evaluations, and implementation of services.
• Connect the relationship of health and well-being of pregnant women to early child development.
• Conducts a developmental screening within 45 days of entry into the program to identify any concerns about a child’s developmental functioning.
• Conducts three (3) ongoing assessments annually, the first to be within the first 60 days of entry into the program.
• Assists parents/guardians to arrange for area specialist or community service agencies for any indicated follow-up to examinations, screenings or testing needed to address any developmental challenges.
• Plans and implements activities from the lesson plan that are developmentally, linguistically, and culturally appropriate recognizing each child’s individual interests, language, cultural background and learning style.
• Implements a service delivery model established through the agencies Program Area Plans and Family Assessment Plan developed with families.
• Serves as a resource for parents in curriculum, parent involvement and community resources order to help families access resources in the community
• Assists families in understanding the importance of a safe and healthy environment
• Prepares and maintains mandated records including Child Assessment Records (CAR), Child Observation records (COR), enrollment records, attendance reports and reports required by Plaza de la Raza policies and procedures.

Job Requirements
Knowledge of:
Working knowledge of developmentally appropriate activities and approaches to learning for Infants/Toddlers, Head Start Performance Standards, Head Start Early Learning Outcomes Framework:
Ages Birth to Five and applicable state early learning and development standards, including children with disabilities and dual language learners. adult learning principals and family dynamics, early childhood development with respect to children from birth to three years of age, methods to help parents promote emergent literacy in their children from birth to three years of age, including use of research-based strategies to support the development of literacy and language skills for children with limited English
proficiency, effective communication with community agencies.
Ability to:
Maintain positive work relationships, maintain confidentiality of children and family’s information, build
respectful, culturally responsive, and trusting relationships with families, provide effective strength-based
parent education, including methods to encourage parents as their child’s first teacher.
Education
Associate’s degree in early childhood education, social work, psychology, human services, nursing, or related field, including 12 units of early childhood education/child development core courses outlined in the California Commission on Teacher Credentialing (CCTC) Child Development Permit Matrix. Must have completed six semester units with a focus on infant and toddler development at hire or obtain the six units within the first 12 months of employment.
Experience
One year of experience working in center-based and/or home visiting programs, adult learning principles and/or family dynamics, including working with children and families in promoting and educating on child development, early childhood education, health, safety, nutrition, and community resources.
Health Requirements
• Successful completion of an initial health examination, performed by or under the supervision of a physician to determine, at a minimum, that the prospective employee can perform requirements of the job description’s physical requirements.
• Proof of the absence of Tuberculosis, from a physician that the prospective employee is cleared to work with children and families
• Documentation of current immunizations against Influenza, Measles, Mumps, & Rubella (MMR) or Pertussis (TDAP).
Additional Requirements
• Fingerprint clearances from the Department of Justice (DOJ), the Federal Bureau of Investigation (FBI), and the Child Abuse Index prior to starting employment.
• Completed and signed statement of any pending and/or prior criminal arrests/charges/convictions related to child sexual abuse, child abuse and neglect, and/or violent felonies.
• Verification that determines eligibility for employment in the United States of America.
• A valid California driver’s license and the availability of private transportation or the ability to obtain transportation to perform position duties is required.
• As a mandated reporter of child abuse, must immediately report any suspected child abuse and/or neglect to Child Protective Services.
• Bi-lingual in a language reflective of the population served is preferred.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

9. Maintain adherence to LACOE, state, or federal mandates, including but not limited to program eligibility determination regulations for Early Head Start, Head Start or state preschool services.
10. Enrolling pregnant women and children that are not eligible to receive Early Head Start or Head Start services.
