The Head Start Education Manager is responsible for oversight of the education, mental health, disability services provided to children and families enrolled in the Head Start program, and the coordinated coaching strategies to provide intensive coaching to education staff. This role involves monitoring compliance with Head Start Performance Standards (HSPPS), Kentucky Division of Regulated Child Care standards and statutes as well as any other applicable local, state and federal requirements. Occasional travel may be required for training and professional development purposes. The Education Manager will report directly to the CEO.
Duties and Responsibilities
Must comply with all BGP Policies & Procedures, Head Start Performance Standards, Kentucky Childcare Regulations, Health, Fire, Safety, and other applicable local, state, and federal regulations.
Program operations
• Responsible for assigning staff planning time, adjusting schedules to allow attendance of meetings and training as well as to allow vacation when applicable.
• Responsible for participating and attending management team meetings.
• Ensure classroom ratios are met in compliance with HSPPS and Kentucky Division of Regulated Childcare to include licensing and square footage requirements.
• Communicate orally and in writing effectively with diverse groups and demonstrate effective active listening skills, respect, be concise and clear, and provide positive body language and empathy with valid feedback.
• Supervise and foster mentoring skills in Education Specialists and support their work in developing classroom staff.
• Responsible for supervising the Disabilities Specialist to ensure the delivery of services.
• Responsible for supervision of the Social Emotional Coordinator to provide mental health and wellbeing services.
• Supervise the Mentor in providing intensive coaching through research-based coordinated coaching strategies.
• Responsible for maintaining the program’s state quality rating at both centers.
Training and Professional Development
• Responsible for completing periodic and annual job performance appraisals.
• Collaborate with the Human Resources Manager in developing and implementing professional development plans for education staff that align with and support the attainment of program and school readiness goals.
• Collaborate with the Human Resources Manager to develop and implement a training/onboarding plan for new education staff and monitor the plan execution for completion.
• Collaborate with the Human Resources Manager in the development and/or revision of job descriptions for all education positions.
• Provide reflective supervision and support to education staff.
• Plan and deliver required certified training for staff, document and upload to state database.
• Responsible for partnering with other Management Staff regarding required training for all staff.
• Maintain CLASS reliability.
Parent and family engagement
• Support family engagement through relationship-based competencies.
• Ensure recognition of parents’ roles as children’s lifelong educators and encourage parents to engage in their child’s education.
• Ensure regular communication between parents and education staff and offer opportunities for parents and family members to be engaged in education services.
• Organize parent teacher conversations and ensure parents have the opportunity to provide feedback on curricula and instructional materials and are informed about the purposes of and results from screenings and assessments.
• Ensure two home visits are conducted for center-based children with one being before the program year begins, forty-six home visits are conducted for home-based children with twenty-two group socializations.
Program Goals, Continuous Improvement and Reporting
• Responsible for providing oversight of the planning, organizing and implementation of child development services.
• Responsible for ensuring high quality of child development services program-wide to meet or exceed standards of Head Start Performance Standards, and KY Childcare Rating Standards, alignment of Curriculum with Kentucky’s Education Standards.
• Responsible for the documentation, record-keeping, and record organization regarding child development services, disability and mental health services, and coordinated coaching strategies.
• Monitor classroom observations conducted with CLASS, HOVRS and QCIT.
• Responsible for meeting CLASS (Classroom Assessment Scoring System) expectations in Head Start classrooms according to OHS, conduct CLASS observations, and maintain fidelity.
• Facilitate the production of periodic reports for early childhood education to demonstrate the progress of children in meeting school readiness goals.
• Monitor Education Specialists’ activities and schedules to ensure ongoing progress toward coaching goals.
• Collect and analyze data related to children’s progress and present findings to stakeholders.
• Organize school readiness committee meetings.
• Responsible for documenting, evaluating, and revising School Readiness goals and updating the School Readiness plan annually.
• Collaborate with ERSEA Manager to meet the requirements of 45 CFR §1302.17 – Suspension and Expulsion.
• Analyze and use data for program improvement and present reports to Policy Council and Board of Directors.
• Provide monthly reports on mentor activities and progress to the CEO regarding results.
• Ensure protections for privacy of child records are in place to include personally identifiable information.
• Responsible for project budgetary needs in education for equipment, supplies, and field trip expenditures and approving these expenditures.

Education and Experience
• Baccalaureate degree in Early Childhood Education or have a baccalaureate degree and equivalent coursework in early childhood education with early education teaching experience. An advanced degree in early childhood is preferred.
• Minimum of three years of experience in an early childhood education program, preferably within a Head Start program in a supervisory role.
• Experience in exceeding requirements of Head Start Program Performance Standards and Kentucky Division of Regulated Childcare.
• Certified trainer, CLASS reliable, and Kentucky Director’s Credential all preferred.
Physical Requirements
Must be able to physically lift a minimum of 50 lbs., sit at a desk and work on a computer for prolonged periods of time, kneel, crawl, bend, stoop, squat, walk fast/run. Must be able to climb stairs, get up/down from floor, sit/stand for long periods of time.
Knowledge and Skills
• Expert knowledge of child development principles and best practices, supports for mental health and well-being, and services to children with disabilities:
o To promote children’s cognitive, social, and emotional growth for later success in school.
o Embed responsive and effective teacher-child interactions and effective teaching practices in a well-organized learning environment with age-appropriate materials and schedules.
o Promote secure parent-child interactions and relationships to provide high quality learning experience
• Expert knowledge in research-based curricula such as Creative Curriculum, screening instruments, and assessment tools such as TSGOLD that support individualization and growth in the areas of development described in the Head Start Early Learning Outcomes Framework: Ages Birth to Five.
• Expert knowledge of classroom observation tools such as CLASS, HOVRS and QCIT.
• Knowledge of IDEA Parts B and C.
• Support family engagement through relationship-based competencies.
• Knowledge of research-based coordinated coaching strategies to provide intensive coaching.
• Ability to analyze and use data for program improvement and present reports to Policy Council and Board of Directors.
• Maintain strong organizational skills (organizational skills listed below are not all inclusive).
