Summary
The ECE Supervisor is responsible for supervising the home visitors and ensuring the home-based option meets all Early Head Start Performance Standards, that the needs of pregnant women in the EHS CCP program have their needs met, and that each family is prepared for the transition to childcare.
Essential Functions include the following. Other duties may be assigned.
- Supervise Home Visitors including hosting bi-weekly formal supervision sessions, home visit observations and monitoring program data.
- Ensure staff professional development plans are developed and implemented.
- Provide home visits to pregnant women and families with children under four years of age weekly.
- Ensure all Early Head Start Performance Standards are met within the home based option.
- Use data (screening and assessments) to ensure meaningful goals are made for families and children.
- Direct staff concerning communicating assessment information with families.
- Share all screening/assessment information with families.
- Supervise home visitors to ensure data is entered concerning all child/family tracking information into the database system.
- Support all home visitors in facilitating Socialization Groups with enrolled families including supporting the health/safety of the environment.
- Direct ongoing outreach/recruitment activities to ensure all eligible families have access to services and that the home based option is 100% enrolled at all times.
- Ensure smooth transitions for all children and families following the Early Head Start Performance Standards.
- Support the Home Visitors with their case management of families.
- Encourage parent involvement in EHS program, provide training to new parents, parents as the child’s first teacher, and the importance of parent engagement on child development and education.
- Stay current with federal, state, and local laws and regulations including: new initiatives, policy clarifications, Office of Head Start (OHS) frameworks, and all local and state regulations.
- Review and analyze assessments data and development action plans for improvement, reports, records and directives and confers with the manager to obtain data required for planning activities of education, status, of work and problems encountered.
- Determine needed supplies for Home Visitors to support families and pregnant women to ensure supports are in place.
- Participates in the recruitment, proper placement and transition of Special needs children and their families into the program.
Documentation (15%)
- Maintain accurate written records for site/HCCN observations, completed checklists, summary of visits, and other required forms.
- Complete appropriate documentation referrals and follow up.
- Maintain security and confidentiality of all family records.
Supervisory Responsibilities (20%)
- Responsible for overall direction, coordination, and evaluation of the Early Head Start Home Visitor program and Policy Council functions to ensure that family partnerships are developed with each family.
- Ensure the responsibilities, authorities and accountabilities of all subordinates in accordance with organization policies and applicable laws.
- Responsibilities include interviewing, hiring, onboarding, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
- Identify and provide capable management succession opportunities and plans.
Other (10%)
- Attend meetings, trainings, and appropriate professional development activities as required and requested.
- Travel to the family homes of those who are in the program.
- Assist in special projects as related to Early Head Start.
Minimum Qualifications
Must be able to obtain a criminal history background clearance upon hire and throughout employment.
Education and Experience
Required: Bachelor’s Degree in Early Childhood or related field; Knowledge of maternal and infant health, parenting education and concepts of child abuse and neglect; At least one year experience working with families with infant/toddlers and supervising staff; Ability and willingness to work in a program located in a high-risk, low-income community with diverse cultures, communications styles, and norms.
Language Skills: Effective communicator with ability to read, analyze, and interpret general business periodicals, technical procedures, or governmental regulations. Ability to write reports, take notes, and prepare business correspondence. Ability to effectively present information and respond to questions from groups of managers, clients, board of directors, and the general public.
Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to define problems, collect data, establish facts, and draw valid conclusions.

Computer Skills: Prior experience and proven ability to utilize Microsoft Office Suite, specifically Microsoft Word, is required. Strong computer skills required.
Travel: Must be able to travel in and out of community. Current, valid Driver’s License and proof of auto insurance required.
Physical Demands: While performing the duties of this job, the employee is regularly required to remain in a stationary position, move or traverse, and use hands, fingers, and vision to operate computers. The employee must be able to lift 45 pounds. Corrected vision and hearing aids may be used to have capacity for normal range required for seeing/hearing children, greeting visitors, answering phones, and interacting with others. Must successfully complete pre-employment physical exam and TB clearance. This position works indoors and outdoors.
