Duties:
Planning and Implementation:
- Provide ongoing support of Health/Disability Service Coordinators (HDSC) to ensure quality of services to families.
- Assist HDSC’s to develop plans for accessing resources in local community.
- Conduct planning and coordination to ensure the implementation and continuity of established programs related to health and disabilities, including dental, mental health, and nutrition. Foster new initiatives in these areas.
- Conduct annual review of disability and health-related programming and identify areas for system-wide improvement.
- Coordinate special education consultation services for identified children including IFSP or IEP development/implementation and LEA meetings.
- Assist center staff in coordinating services with Early Intervention and LEA’s
- Assist center staff in complying with Head Start Performance Standards related to health, mental health, safety services, and inclusion of children with disabilities.
- Ensure that disability and all health-related services are provided by persons with appropriate credentials as required by the Head Start Performance Standards.
- Work with center staff to ensure that families have a medical and dental home while residing in the area, and that they know how to access health services in the new communities to which they will be migrating
- Facilitate the follow-up needs for medical and dental services.
- Develop support groups and/or make referrals to ensure access to services as needed for parents and staff in the areas of health, mental health and disabilities.
- Utilize self-assessment and federal reviews results, children's outcomes, center visit reports, information and other relevant data for the development and implementation of program and center performance improvement plans.
- Identify potential resources and solicit, on an on-going basis, in-kind contributions (non-federal match) for center in accordance with ECMHSP in-kind guide.
- Plan and facilitate in collaboration with Head Start Administrator the regional Health Services Advisory Committee (HSAC) meetings. Solicit participation from community partners and parents for HSAC and other health related forums.
- Analyze center safety with center coordinating team using monthly Accident/Incident Summary and look for trends to promote center safety.
Communication/Collaboration/Coordination:
- Attend and participate in ECMHSP staff meetings, training, or other meetings as requested.
- Participate in work groups and committees as appropriate.
- Attend and participate in training and conferences for professional growth as approved by supervisor.
- Participate in at least 1 FAM meeting per season at each center.
- Participate in the development and renewal of agreements with local service providers and state agencies (including Part B, Part C, primary care, nutrition, dental and mental health).
- Establish relationships with and provide training to community agencies and local providers in order to obtain community support and resources for center programs as they relate to services for children with disabilities and health related issues.
- Consult with Direct Services Health Service Advisory Committee to obtain guidance on key health policies.
- Participate in task forces, interagency councils, and professional conferences, as approved by supervisor.
- Advocate for the needs of migrant children and families. Assist HDSC’s to facilitate working relationship between families in centers and community agencies.
- Collaborate and communicate with the ECMHSP Disability Services Manager and Disability Program Development Specialist.
- Coordinate with Early Childhood Education Specialists and Coordinators to ensure that Denver II screenings are accurately administered at the center level.
- Participate in Direct Service team projects and function as supportive team member.
- Plan and implement on-going meetings with center Health/Disability Services Coordinators.
- In collaboration with Family Services Specialists, review center and state recruitment plans.
Record-Keeping and Reporting:
- Report immediately to supervisor violations of policies which are detrimental to the children and families served.
- Provide designated reports to Head Start Administrator and ECMHSP Disability Services Manager in a timely and accurate manner (e.g. center visit reports, follow-up reports).
- Complete center visit reports and T/TA reports and ensure follow-up on identified issues needing attention.
- Follow-up with centers to ensure timely and accurate submission of Disability Services Monthly Reports.
- Review accuracy of health/disability PIR reports and health data entry.
On-going Monitoring:
- Ensure that all health and safety procedures are being followed, including the initial determination of child health status (including mental health, dental and nutrition) and required screenings, provisions for extended follow-up, treatment, and on-going care, involvement of parents in decisions about health-related issues, individualization of treatment, daily health checks, health emergency procedures, medications administration, procedures for short-term exclusion, injury prevention, hygiene, first aid, blood exposure incidents, health data tracking, overall center safety and other procedures.
- Monitor health/disabilities records including electronic records at center level on a regular basis, including the records of children with disabilities, daily health checklists.
- Participate in the Direct Services Impact Meetings
Training and Technical Assistance:
- In collaboration with HDSC, assess health/disabilities T/TA needs of center and parents and develop training plans as indicated,
- Provide training for parents on disability issues and health related topics.
- Provide training and technical assistance, based on observations or issues raised during on-site visits on health data entry.
- Provide identified follow-up in a timely manner.
- Provide pre-service and in-service health related training for center staff, including First Aid and CPR, proper completion of all health related documentation, disability and other related services, etc. as needed.
- Provide support and direction to HDSC and Center Director in the delivery of pre-service, in-service and other training consistent with the Head Start Performance Standards, ECMHSP mandates, and established needs.
- Implement, in cooperation with Direct Service staff, technical assistance through new hire orientations, on-site visits, regular remote technical assistance, effective use of resources and professional materials.

Qualifications:
Preferred
- Master in Special Education, Public Health, Maternal and Child Health, Nursing, or other health related field.
- Three years working with children, including children with disabilities, and families in field related to degree.
- Head Start experience preferred.
Accepted
- Bachelor in Special Education, Public Health, Maternal and Child Health, Nursing, or other health related field.
- Five years working with children, including children with disabilities, and families in field related to degree.
Skills, Knowledge and Ability
- Ability to communicate, receive, and transfer written, oral, and electronic information effectively.
- Computer skills including the following Microsoft applications: Word, Excel and Outlook. Ability to analyze, organize, file and distribute information.
- Ability to work under stressful conditions with multiple deadlines.
Working Conditions
- Typical office environment.
- Frequent travel in rural areas in/out of state (two - three days at a time).
Physical Requirements
- While performing this job, employee is required to use hands to finger, handle, feel and to talk and hear.
- Frequently required to stand, walk, sit, reach with hands and arms, stoop, and kneel.
- Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus.
